On 19 December, a meeting of the High-Level Advisory Group was held, during which the DiXi Group think tank, together with the Ministry of Economy, Environment and Agriculture of Ukraine, presented proposals for amendments to the National Energy and Climate Plan (NECP). Representatives of the Cabinet of Ministers, the National Energy and Utilities Regulatory Commission, the European Commission, the Energy Community Secretariat, and other international partners of Ukraine took part in the presentation.

Ukraine is a unique case, as it is updating the NECP after the first year of implementation. Such a step is not required from other contracting parties of the Energy Community or EU member states. The strategic document was approved by the government in June 2024, with experts from DiXi Group contributing to its development. The need for revision is caused by several factors: military realities, dynamic policy changes, the intensification of the EU accession negotiation process, as well as the commitments Ukraine made when adopting the NECP – all of which require a review of strategic goals and measures in energy and climate policy.

“Ukraine is striving to achieve significant results in implementing the National Energy and Climate Plan. We see the NECP as the basis for decarbonising the economy, as this document covers key reforms in a number of sectors. It combines clear targets, describes policies in these sectors, and includes modelling and analytical tools to assess their impact. In addition, we continue to encourage the transformation of the NECP into investment projects and help find ways to implement them successfully. That is why it is important to have a document that reflects reality,” said Pavlo Kartashov, Deputy Minister of Economy, Environment and Agriculture of Ukraine.

The proposed changes to the NEP, developed by a group of experts, were presented to the participants by Roman Nitsovych, Research Director at DiXi Group.

“Ukraine has adopted a number of completely new policies and measures, such as the climate law and the just transition programme for coal regions. Some of the measures that were only envisaged in the ‘additional policies’ scenario are now part of the ‘current policies’ scenario. In addition, we also have some important data obtained as a result of NEСP monitoring conducted by our analytical centre and the integrated report submitted by Ukraine,” he said.

The update of the NEEP involves changes to all five dimensions (decarbonisation, energy efficiency, energy security, the domestic energy market, and research, innovation and competitiveness) in terms of objectives and policies. In addition, the proposals for the update also concern the analytical part, based on data updates and new modelling.

The proposals will soon be submitted to the Ministry of Economy for further review, coordination with central authorities, and public discussion.
