The National Commission for State Regulation in Energy and Public Utilities (NEURC) has successfully launched a new information and communication system – the “Register of electricity facilities and consumer electrical installations (including active consumers) that use alternative energy sources for electricity generation” (hereinafter referred to as the RES Facilities Register).

The system was developed as part of the USAID Energy Sector Transparency Project and with the active participation of DiXi Group experts.

The development of the Register is an important element in the implementation by the Regulator of European Union directives aimed at stimulating electricity production from renewable sources and introducing a system of guarantees of origin for “green” electricity.

The RES Register is a web-based modular system developed on the basis of the state-owned Diia.Engine platform. The system provides for the creation, storage, and updating of comprehensive information about producers and consumers (including active consumers) of electricity who use alternative energy sources to generate electricity from renewable sources.

The system is integrated with other registries and systems, such as the Unified State Register of Legal Entities, Individual Entrepreneurs, and Public Organizations (USR), DataHub “Ukrenergo,” and G-REX. This ensures the relevance and reliability of data and significantly reduces the likelihood of errors.

If a company has lost its license or certain changes have taken place, this directly affects the Register of RES Facilities. The system automates these processes, minimizing the human factor. This means that at any given moment, there is an up-to-date list of companies and their power plants that generate electricity from renewable sources,” says Andrii Bilous, Open Data General Manager of DiXi Group.

One of the key tasks of the system is to ensure high data quality by implementing mechanisms to control the accuracy of information entry, which significantly reduces the likelihood of errors. In addition, the system performs automatic reconciliation for key parameters, which allows you to identify and correct inaccuracies that were previously common due to manual data entry.

“The digitization of the Register made it possible to move away from the practice of maintaining separate Excel spreadsheets and transition to a single centralized system with clear operating logic. This minimized the risks of losing or duplicating information, improved control over its updating, and made integration with other systems possible. As a result, the Regulator has gained a reliable foundation for the further development of the renewable energy market,” explains Oksana Zuieva, Open Data Senior Expert of DiXi Group.

The system also allows the NEURC to quickly generate analytical reports, enabling specialists to obtain up-to-date summary statistics in just a few clicks and make timely decisions based on reliable data.
