The Verkhovna Rada Committee on Fuel and Energy Complex still has not considered the government draft law No.2966 and taken a decision on it, the chances to adopt the new Energy Regulator Law are low, says the president of the DiXi Group think tank Olena Pavlenko.
“Already in July, the Committee decided that the government bill on the regulator can not be supported and appealed to the government to establish a Working group. Such group has not started its activity. As a result, the process was suspended until now.
Civil society organizations, MPs, Ukrainian and international experts united their efforts in the Strategic Advisory Group, which finalized the draft law taking into account the comments of all interested MPs. However, consideration of this version of the draft law is not possible until the issue hasn’t been resolved with the previous, government one, version.
To resolve the issue, the Committee has to consider the government draft law No.2966 and take a clear decision on it. As an option, it can be proposed for voting. In the plenary session, it would become clear, whether there will be enough votes for the bill adoption. If there won’t be enough votes, MPs which took part in the Strategic Advisory Group activity, will have an opportunity to register the updated version of the draft law, which has rather high chances to be adopted”.
