Liubomyr Kokovskyi, an expert of the DiXi Group Think Tank, hopes that the adoption of a number of draft laws will increase the attractiveness of privatisation objects in the Ukrainian energy sector.
“Among the priority tasks there is adoption of the Laws of Ukraine “On the National Commission for State Energy and Public Utilities Regulation” and “On Electricity Market.” Effective work of the national regulator in this sector is extremely important for the creation of full-fledged energy markets in Ukraine. The introduction of transparency, independence and clarity in state regulation of energy markets will be a clear signal to foreign investors. And vice versa, lack of transparency and corruption in government regulation are of particular interest for Ukrainian oligarchs, who thus have been working for decades, making operation of foreign companies practically impossible.
The expert stresses that if privatisation precedes the reforms, then Ukrainian oligarchs will become the main buyers, and there will be no real competition at the tenders.
