“However, the Committee’s decision is only a first step towards the adoption of the Law on the Regulator. There is still a threat that the Draft Law will be put before the Parliament with delay and MPs will not manage to consider it till the end of the session. Such delay will be a negative sign not only for international donors and partners, but also for market participants and potential investors which assess the speed and the quality of reforms in Ukraine’s energy sector.
That’s why it is so important that the Draft Law on the Regulator be put to a vote in the ensuing plenary week. Notwithstanding the decision taken, the fact that the vote takes place will unfreeze further vote on the Draft Law on the Regulator and its consideration by the Parliament.
