According to Olena Pavlenko, President, Dixi Group Analytical Centre, despite Russia’s urging and lobbying this project by the stakeholders in Germany and the EU, chances that Nord Stream 2 will be built are sinking to zero.

The Verkhovna Rada Committee on Fuel and Energy Complex issued a decision, recommending MPs to pass the Government’s version of the Draft Law in the first reading. Despite of the debates, the Committee’s members acknowledged that it was impossible to consider and pass any draft laws on this issue without taking a decision on the Government’s version.

Whether or not it was a coincidence, but Yatseniuk’s call for voting on the Draft Law “On the National Energy and Utilities Regulatory Commission” was the one which preceded a recent fight in the Parliament. By a twist of fate, the Draft Law which was ready to be put to a vote on that day was not considered by MPs. Instead, a fight took place and discussions followed.

Ukraine has finally approved the Energy Efficiency Action Plan. It was the first Government’s make up in many years which managed to agree and approve the document that will show a direction towards efficient use of energy resources. Nobody knows how long Ukraine would have delayed the adoption of the Action Plan and different version would have been tossed from one ministry to another if its adoption had not become one of the criteria of granting international financial assistance to our country.

Sometimes it seems that international donors should have introduced conditions for granting financial assistance to Ukraine as early as 1991. According to Anton Antonenko, an expert of DiXi Group Analytical Centre, perhaps, in that case, we would have had quite a different situation in Ukraine in general and in the energy sector in particular.

The Verkhovna Rada Committee on Fuel and Energy Complex still has not considered the government draft law No.2966 and taken a decision on it, the chances to adopt the new Energy Regulator Law are low, says the president of the DiXi Group think tank Olena Pavlenko.

Legislative initiatives on changing the rates of rent payments in Ukrainian gas production became victims of political manipulation. This is the opinion of Roman Nitsovych, expert of the DiXi Group think tank.
