We are pleased to announce the presentation of the Energy Security Scoreboard.

Russian aggression against Ukraine and its consequences for wider Europe caused dramatic shifts in many policy fields. The energy sector is the most illustrative in this regard. Russian weaponization of energy supplies raised the question of a total phaseout of energy imports from the aggressor. This inevitably increased energy security risks for the EU and Energy Community members. For Ukraine, as a direct victim of aggression, the risks of disruptions are undersupply are deepened by systemic attacks on energy facilities. Overall, supply and physical infrastructure security have become the primary priority in the European energy sector.

While energy security has multiple aspects, one of its indispensable yet often overlooked dimensions is institutional preparedness, i.e., the availability of policy instruments to indicate, assess, prevent, and mitigate energy security risks. To enable a comprehensive analysis of this dimension, four think tanks teamed up and developed the Energy Security Scoreboard.  

The Scoreboard is an analytical product aimed at assessing the institutional preparedness of the Black Sea Region countries (Georgia, Moldova, Romania, and Ukraine) and beyond for energy security risks. The Scoreboard is based on the provisions and best practices of the EU and enables the comparison of energy security preparedness across countries and energy markets.

The presentation of the Scoreboard pilot edition will bring to light the study’s key findings and targeted recommendations to improve the energy security institutional framework of the countries.
