The Regulator Law Has Been Approved in the First Reading

The draft Law No. 2966-д of 19 February 2016 “On the National Energy and Public Utilities Regulatory Commission” has been approved in the first reading. The document was supported by 285 MPs.

“The Parliament Committee of Fuel and Energy Complex did its best to make sure that this draft Law gets maximum support in the Parliament. This was a good example when political interests and games were put on the back burners for the sake of a high-quality achievement. It is important to keep the same attitude towards preparing the document for the second reading, especially as this is going to be a complicated discussion. But we’re sure that MPs in cooperation with experts will develop a high-quality document agreed on by all stakeholders”, said Olena Pavlenko, President of DiXi Group think tank, as she commented on today’s vote.

Let us remind you that yesterday the Committee on Corruption Prevention and Counteraction acknowledged that the draft Law No. 2966 was compliant with the anti-corruption legislation.

We would like to also remind you that the creation of the Strategic Advisory Group was announced in early September. This Group includes leading Ukrainian and international experts and MPs. The Group is working on improving the draft Law No. 2966 “On the National Energy and Public Utilities Regulatory Commission”.

The Group’s experts have already processed over 190 comments to the draft Law. Activities of the Strategic Advisory Group became possible due to the Support to Creating Independent Regulator in Ukraine project that is being implemented by DiXi Group with the support of International Renaissance Foundation.
