Pursuant to Resolution 835 of the Cabinet of Ministers of Ukraine, the Minister Ihor Nasalyk has signed the Order 212 on publication of data sets controlled by the Ministry of Energy and Coal Industry and requiring publication in the open data format.
The Order approves the data set forms developed by DiXi Group experts jointly with specialists of the Ministry’s departments. In particular, these sets concern data of the oil and gas and the nuclear-industrial complexes.
According to the DiXi Group analyst Andrii Bilous, the Order 212 is a joint achievement which would have been impossible without support and openness of the Ministry of Energy and Coal Industry and active participation of the Together Against Corruption government-public initiative’s team in advocating campaign.
“The adoption of this Order is an important step toward greater openness of the Energy Ministry. The present version does not encompass the entire list of [не покриває весь список чого?] referred to in the Cabinet of Ministers Resolution 835 yet, but the work on it continues. In the nearest future, the Order will be supplemented with data sets from other departments, which will be also made public on data.gov.ua portal”, the analyst added.
The Order also envisages appointment of persons responsible for timely collection and publication of data in the open data format. These functions will be included to the amended job descriptions. Another innovation was designation of the state secretary as the official responsible for carrying out the Order.
As reported earlier, DiXi Group experts have held a training “How to make data open?” for specialists of the Energy Ministry’s nuclear power and oil and gas departments, explaining advantages of working with data in the open data format.
The opening of data by the Ministry of Energy and Coal Industry of Ukraine is envisaged by the USAID’s Transparent Energy Sector project aimed at combating corruption and improving financial transparency in Ukraine’s energy sector.
