During their meeting held on October 19–20, MPs, international and Ukrainian experts discussed potential risks, related to the Draft Law “On the National Energy and Utilities Regulatory Commission”, and reached a consensus on necessary amendments.
The participants discussed over 190 comments to the existing Draft Law. In particular, it goes about risks to the Regulator’s transparency and independence in the energy markets.
“The Working Group did its best within the limits of its competence. We agreed on the Draft Law version which is clear to political actors, international and Ukrainian experts. It is the case when the Draft Law was thoroughly and meaningfully discussed. We hope it will work and perform well”, told Olena Pavlenko, President, Dixi Group Analytical Centre.
The international community was represented at the meeting by Rozeta Karova, Energy Community Secretariat, Johannes Baur, Support Group for Ukraine, European Commission, Antonio Colaveccio, Italian Regulatory Authority, Vesa Lappalainen, USAID.
The experts highly appreciated the efficiency of the meeting and thanked for the organization of the discussion of the Draft Law. According to Mr. Lappalainen, it was the first time in 12 years of close project cooperation with Ukraine when the expert saw a substantial progress and big steps towards the energy market reform.
“The meeting was very productive and we expect the Verkhovna Rada to pass the Law as soon as possible”, summarized Johannes Baur.
It should be mentioned that the Strategic Advisory Group was established with the support of the International Renaissance Fund and started its work at the beginning of September. It united Ukrainian and foreign experts and representatives of major political forces in the Verkhovna Rada. In addition, the Group involves representatives of the Energy Community and the European Commission Support Group for Ukraine.
