Regulator and consumers will be closer: DiXi Group and NCSREPU are developing a mobile application "Energy Online"

21 September 2018

On 21 September, the National Commission for State Regulation of Energy and Public Utilities (NCSREPU) and the DiXi Group Analytical Center signed a Memorandum of Understanding on the development, launch and promotion of the mobile application "Energy Online".

Its concept, based on the data managed by the NCSREPU, was developed by experts of DiXi Group. The purpose of the mobile application is to improve communication between consumers and suppliers, enable citizens to easily get information on applied energy issues and respond to actions or omission by suppliers and operators of networks.

"In the context of the reform of the gas and electricity markets, it is very important to receive feedback from consumers. NCSREPU should be able to monitor how quickly the quality of service provision to citizens changes, how honest service providers work and to respond to complaints from the public. We very much hope that the mobile application will allow bringing the Regulator and the consumer closer in their communication and will help improve the quality of gas and electricity supply for Ukrainians," commented Olena Pavlenko, the Head of the DiXi Group Analytical Center.

The mobile application is currently being prepared for testing, after which its official launch is expected.

The main tasks of the Memorandum signed today are the establishment of an open database for:

-          current tariffs for gas and electricity by categories of consumers and types of metering devices;

-          operators of networks, suppliers of gas and electricity categorized by the territory of licensed activities, and contact details for sending complaints;

-          service centers (call centers) for operators of networks of gas and electricity suppliers with indication of contact details for sending complaints;

-          investment plans (programs) of network operators in the fields of gas and electricity with reference to the websites of NCSREPU’s licensees, where information about the investment program is published.

"The signing of this Memorandum will contribute to raising awareness of consumers about the possibilities and tools to protect their rights in the energy sector," said Oksana Kryvenko, Chairperson of NCSREPU.

The application is developed within the framework of the USAID Energy Sector Anticorruption and Fiscal Transparency Initiative in Ukraine Project. In addition, a tool “Submit a Request” has been launched within the project on the website “Ukrainian Energy”.
