The meeting of the Civic Council at the Ministry of Energy and Coal Industry dedicated to the preparation for the autumn-winter peak took place on October 1.
Volodymyr Demchyshyn told about preparation for the winter, in particular about the growth rate of coal accumulation in thermal generation warehouses. As of October 15, it is expected to achieve total reserves in the amount of 2.7-2.8 million tonnes.
In the context of the creation of the 10-day supply of fuel oil for CHPs before the beginning of the heating season, the Minister said that the regulator pointed to the source of funds for the purchase for every CHP.
He also told about preparing laws to create gas and electricity markets. According to the Ministry of Energy and Coal Industry, on September 30, the Cabinet of Ministers and NCEPUR adopted a number of regulations for the gas market to start operating from October 1 in accordance with Law No. 329-VIII.
The Minister also stressed the need for attracting investments and improving enterprise efficiency, reducing losses in the networks, etc.
Members of the Civic Council expressed support for the Minister and outlined a number of problems in the energy sector that require urgent resolution.
The Chairperson of the Civic Council Semen Potashnyk informed about the situation that arose in hydropower engineering. He stressed that such low water content of rivers was observed for the first time in many years, so HPSs cannot produce enough power.
For example, the water inflow to the Kiev Reservoir is 200 cubic metres per second, while in 2010 on the same day the water inflow was more than three times higher and amounted to 657 cubic metres per second.
In this regard, according to S. Potashnyk, the Kiev Reservoir operates with minimal discharges amounting to 200-250 cubic metres per second (hygiene and sanitary pass). He also drew attention to the operation during the first ice formation.
Deputy Chairperson of the Civic Council and Chairman of the Commission on the Nuclear-Powered Complex Volodymyr Korovkin stressed the need to speed up work on the construction of the 750 kW Rivne NPS - Kyiv Substation Power Transmission Line to increase the capacity output of Rivne NPP.Members of the Civic Council submitted other proposals for consideration by the Ministry specialists.
