Operation of stakeholders remains key for swift and feasible energy reforms in Ukraine

The progress of Ukraine in implementation of the Treaty establishing the Energy Community was discussed on 16 November  2015 by experts of the Energy Community Secretariat and the Ukrainian  Energy Reforms Coalition.

The Energy Reforms Coalition presented its new study “Ukraine and the Energy Community: On the Road of Reforms” covering developments which occurred during 2015. Ukrainian experts and their Energy Community peers shared their views on the progress in each policy area covered by the Treaty and planned joint approaches for future activities.

 

Janez Kopač, Director of the Energy Community Secretariat said: “To achieve successful adoption and implementation of energy sector reforms in Ukraine, it is important to have all stakeholders on board and to create ownership of the reform paths taken. We are happy to align our efforts in changing Ukraine’s energy future”.

Olena Pavlenko, DiXi Group President noted: "We identified three main factors to force reforms in energy sectors: these are cooperation on "champions" in government and parliament, including such reforms in donors' demands to provide financial assisstance and involving Energy Community Secretariat in drafting legislation", - said Olena Pavlenko. - "to keep the speed of reforms, all these factors should stay and be developed: new "champions" should be identified, and their communication should be improved".

This is already the fifth report presented by the DiXi Group and the Ukrainian expert community to the Energy Community. The parties agreed to extend cooperation for promoting energy sector reforms in Ukraine by aligning the efforts for efficient stakeholder dialogue and better communication of the reforms, as more steps have to be done towards setting common European rules on the Ukrainian energy markets.

 

The Energy Reforms coalition was created by leading Ukrainian think tanks and civic experts in the fields of energy and environment. The group aims at monitoring the implementation of Ukraine’s commitments in the Energy Community, developing political dialogue with key stakeholders, and promoting reforms.The coalition is coordinated by the DiXi Group think tank.

The report and its presentation were carried out in the framework of the Project “Improving Implementation of Ukraine’s Commitments within the Energy Community through Enhancing Impact of Civil Society” implemented by DiXi Group NGO together with Resource and Analysis Centre “Society and Environment” with support of the European Union and the International Renaissance Foundation.
