“Access to Public Information in the Energy Sector during the martial law” – DiXi Group study

DiXi Group think tank offers its vision of the approach to maintaining access to energy data during martial law while minimizing security risks from its disclosure. The study analyzes the data collected on the Energy Map portal as of January 01, 2023. It was carried out in the period from October 2022 to February 2023.

The study analyzed the legislation (including European legislation) in terms of Ukraine’s obligations to open data in the energy sector, as well as the grounds for closing access to information during the war. Cases of inappropriate closure of data and attempts by data managers to resume their publication were collected.

Having studied 258 primary data sources from 23 data administrators, DiXi Group analysts concluded that after more than a year of war, a “categorical” approach to restricting access to information is more likely to harm the sector and stakeholders, and a significant part of the “closed” data should be “opened” and updated without changing the structure or frequency of publication.
